For Deputy Returning Officers & Poll Clerks

  • The VOTEX™ Electronic Voting System eliminates all of the tasks associated with a paper ballot election thus the Deputy Returning Officer no longer needs to :
    • Verify in the presence of the Poll Clerk, the number and quality of the ballots supplied by the Returning Officer;
    • Initialise each ballot, detach it from the pad, and ask the Elector to bring him back the ballot folded in the appropriate manner;
    • Inform each elector that a candidate has withdrawn from the election;
    • Supply a pencil to the Elector;
    • Verify the initials on the ballot and separate it from the final ballot to be placed in the ballot box;
    • Ask the Elector to place the ballot in the ballot box;
    • Ask the Elector to return the pencil;
    • Supply another ballot to an Elector that has spoiled their ballot;
    • Dissuade the Elector from leaving the polling station without having placed the ballot in the ballot box.
  • Once the Polling station is closed, the Deputy Returning Officer no longer needs to :
    • Count ballots and proclaim whether or not a ballot is accepted or rejected. There is no decision on accepting or refusing a ballot therefore the ballot contesting procedure during the ballot counting is eliminated;
    • Recount ballots;
    • Tabulate the used, unused and voided ballots and balance the total ballots with the original quantity of ballots supplied by the Returning Officer.

    • Place the ballots attributed to the candidates, the rejected ballots, the voided ballots, used ballots, unused ballots, and the tabulation sheet each into their distinct envelopes;
    • Sign and seal each envelope and seal the ballot box
